The Niwot incorporation Committee (NIC) shared a review of its pro forma budget conducted by THK Associates, Inc., which describes itself as a market research, landscape architectural, planning, and urban design firm.
The review states, “After examining every material assumption, revenue projection, expenditure line, and contingency, we found the assumptions reasonable, thoroughly researched, and well documented. The resulting model is consistent with an accurate, conservative operating budget for a newly formed Colorado municipality and aligns with practices we have seen across comparable communities. Based on our extensive experience in municipal finance consulting, we conclude that the Committee’s pro forma provides a sound and reliable fiscal foundation for home rule incorporation.”
